There is no helpfile for this ability. Does it just increase the chances of the underlying skill working?

That ability never got finished, I figured I had awhile until someone reached r4 apoc at the time and then...about twelve years happened. I also don't remember what it was going to do, but I have a couple ideas and will add it soon.
